Over the past decade, Beaufort Memorial has undergone a significant transformation—one driven by strategic expansion, innovative care delivery, and a deep investment in its workforce. From its beginnings as a single community hospital, Beaufort Memorial has evolved into a regional health system with a growing presence across the Lowcountry.
That growth is most visible in the system’s expanding network of projects. Beaufort Memorial has extended its reach south of the Broad River with a rapidly growing footprint in Hilton Head, Bluffton and Okatie, including the Okatie Medical Pavilion, Palmetto Medical Group primary care, and Express Care services. A new May River Primary Care practice will soon break ground, and in early 2027, the system will open the Bluffton Community Hospital; its most ambitious expansion to date.
The scale of this development reflects both population growth and a deliberate shift in strategy.

One of the most forward-thinking projects is the hybrid emergency department and urgent care facility planned for Hilton Head Island. Designed to eliminate uncertainty for patients, the model triages individuals upon arrival and directs them to the appropriate level of care; a model that emphasizes the system’s commitment to practical, patient-centered innovation.

Alongside these capital projects, Beaufort Memorial’s long-term success is built on an equally strong commitment to workforce development. As the region grows, so does the need for skilled healthcare professionals, and the organization is investing heavily in both recruitment and internal advancement.
Its PATH, People Achieving Their Highest, program has become a cornerstone of that effort, creating structured opportunities for employees to grow into new clinical and nonclinical roles. The program has already graduated more than 100 participants, strengthening the system’s talent pipeline from within.
But training is only one piece of a broader workforce strategy. Baxley emphasizes a holistic approach to employee support.

That investment extends into everyday life as well. “We built our own onsite childcare center, which has been absolutely transformative for our team,” he says, pointing to the importance of supporting employees beyond the workplace.
Education has also become a central pillar of workforce growth. Beaufort Memorial’s Career Development Center, with its state-of-the-art simulation labs, is helping train the next generation of nurses in partnership with the University of South Carolina Beaufort. The system has also partnered with the Beaufort County School District to create a dual-enrollment pathway, allowing high school students to earn healthcare credentials and step directly into clinical roles.
In response to one of the region’s most pressing challenges, the organization has even invested in workforce housing through strategic partnerships with Woda Cooper Companies. These projects are designed to ensure that essential healthcare workers can continue to live and work in the communities they serve.

Taken together, Beaufort Memorial’s projects and workforce initiatives are reshaping both access to care and the local economy. With nearly 2,000 employees and hundreds of millions in annual economic impact (Implan), the system plays a central role in the region’s growth.
At the center of this evolution is Baxley himself, whose approach to leadership remains grounded in the community hospital mission. “I work, live, and make decisions here that have real-world consequences for this community… you don’t get that opportunity in corporate systems,” he says.
That proximity, to patients, staff, and the broader community, continues to guide Beaufort Memorial’s trajectory, ensuring that its growth remains firmly rooted in the people it serves.
